2026 EMS Consolidation Study

Marquette County and Waushara County partnered with Strategic Management & Consulting, LLC to conduct an independent study evaluating the potential consolidation of their Emergency Medical Services (EMS) departments.

The study was undertaken to provide an objective assessment of the potential benefits, challenges, and financial considerations associated with combining the two counties’ ambulance services into a single regional EMS system.

The report examines current EMS operations, staffing, emergency response coverage, financial sustainability, potential cost savings, and available state funding opportunities. The study also incorporates feedback gathered through employee surveys and in-person interviews.

Following its evaluation, Strategic Management & Consulting recommends that the two counties maintain separate EMS agencies rather than pursue full consolidation. However, the report identifies opportunities for continued cooperation, including shared purchasing, training, and other operational efficiencies that could benefit both counties.

The findings and recommendations are intended to assist county officials in making informed decisions regarding the long-term sustainability and effectiveness of emergency medical services for residents and visitors.
