Facilities that are discharging backwash water to the ground or surface water do need to apply for a permit through WI DNR. Below is instruction on how to apply or use the step-by-step user guide.
The ePermitting System does not require any special software and is completely web-based and available using any internet browser. Below is an outline to the eApplication process:
- Information on this permit and fact sheet are available at the following link: Wastewater General Permits | | Wisconsin DNR.
- Applicants must have or create a Wisconsin Web Access Management System (WAMS) ID to access the Notice of Intent (NOI) Water permit applications | | Wisconsin DNR. If an applicant already has a WAMS ID, then the applicant does not need to recreate one and they may access the eNOI.
- Submit an NOI online at Water permit applications | | Wisconsin DNR (select Wastewater on the lower part of the screen) and then choose the Swimming Pool general permit from the drop-down. An instructional reference guide is attached and instructional YouTube videos are available at Instructional videos | Get started on your water permit application | Wisconsin DNR.
- While filling out the eNOI, be as detailed as possible and make sure to include any required documents.
- Note: the department does not charge any permit application fees or annual fees for most wastewater general permits.
- Once you submit your eNOI, the review period begins from the date a complete NOI has been received by the department. The average review process is 14 to 30 days.
- If your eNOI is approved, you will receive a letter from the department granting coverage under a general permit. You may not discharge to a water of the state (groundwater or surface water) until coverage under a general permit is approved.
